For the first, when you begin your dive with a full tank (or tanks), you will have the extra weight of the gas. So you will be heavier and sink without problem.
For the second, if you breathe out (in the situation you describe) and start sinking, you will begin to loose buoyancy as you sink because the increased water pressure will compress your suit and any remaining air in your BCD/wing. So once you are a few metres down you can breathe in but still not immediately float back up.
You can of course turn upside down and swim down, but if you need to do that with a full tank you are risking being underweight when your tank is nearly empty and you may have difficulty in controlling your ascent in the last few metres or holding position for a safety stop.
